Some college campuses have a clock tower, with bells that strike the hour. Or, in this case, strike Beethoven.
Some churches also have bells like this, either to strike the hour or to sound Matins and other prayer/service times. (recall "sonnez les matines, sonnez les matines, din dan don, din dan don" from the french version of the children's rhyme, "Frere Jacques") Church bells sounding regular hours actually has some pretty interesting history -- check it out at http://en.wikipedia.org/wiki/Canonical_hours. Wish I spoke more Latin...
I would much rather live somewhere close to church bells or campus bells, than keep clocks in the house. Being perfectly on time for everything is overemphasized, I think.
