Oh my. I was wondering why Torchwood + Doctor Who fic was on my friendslist until I was realised this was a crossover. A particularly epic seeming one at that, so I am looking forward to future chapters. (And flailing over this one.)

Although I thought the Doctor acted as a Mokona-like being, or some combination of him being alive and near the TARDIS or something. *is remembering season two's first episode*

The TARDIS's telepathic circuits act as a translation device. That's how the Companions always seem to understand what is being said, regardless of what planet they land up on. It could easily be explained away as Fai being resistant, or unconsciously blocking the TARDIS's telepathy, or even, if you assume Mokona uses telepathy to facilitate translation, she could be responsible for the blocking, even if she isn't there.
