[Looks like Rally's sneaking around in the Satellite section with his coat on and a satchel over his shoulder. Why? Well, he doesn't exactly have a job, and old habits die hard, so he's been getting most of his food and stuff the old fashioned way -- by stealing it.
Apparently no one ever told him you can get most things for free here. Either that or he's just kinda making a sport of it, seeing as there's no Security here to catch him. It's not like he ever takes a ton of stuff from any one place, after all.
He's mostly stealing from NPC stores and empty buildings, but it can get pretty hard to tell sometimes what's abandoned and what's being lived in, so if he doesn't know you you might very well walk in on him filching from your home. Or you might just run into him in a dark alley somewhere.
Of course, Signers and Dark Signers coming within a few feet of him will still light up. So much for stealth there.]
