I've been interested in starting a vegetable garden.

Depends on what kind of vegetables you want to grow. You could always try rooftop gardening.

I could, I suppose, as long as there wasn't anyone else in the building that wanted that location and I wasn't imposing upon those on the higher floors.

One way to find out.

Barring that, most of the community buildings are nearby the forest, right? If you don't mind walking for a few minutes you can probably find any amount of little clearings you can use.

Also true. Although it may be preferable to place it somewhere near the building so that it's better protected from the forest wildlife.
