Conner didn't really understand what Wally got out of this (it looked pretty painful, from where he was), but when the speedsters legs wrapped around his hips and he started screaming his name Conner, oh God, CONNER and pleading for more, please, more! well... he must have been doing something right.

He's not stupid. He's not unobservant either. He's also really fast, so it's possible he was the first one of the team to find out because when you can get from the zeta tubes to the launching bay in under a second it's really easy to run in on people kissing. It's just as easy to run away and walk back in making a lot of noise. All without anyone realising.

He knows M'gann and Conner are dating and he knows that Robin is conflicted about telling him. He also knows that for whatever reason they want to keep it a secret so he's willing to go along. Besides it's fun to flirt with M'gann, especially because Conner can't really get angry with him.

So, no he's not stupid.
