IDK. I've seen the effects of putting different disabilities in one room, and I just imagine putting them under one agency would be roughly the same thing on a macro scale. Sure, it might be doable, but it's more of a hassle overall and doesn't help the individuals involved nearly as much.

There's too many diversities with the different disabilities for it to be much of a help, I think. DVR (the Department of Vocational Rehabilitation) is an umbrella department for helping those with disabilities find jobs and/or the equipment to help them keep those jobs and it's... not as competent as it could be. That could have more to do with bureaucratic red tape than anything else since it is a government agency but still.
I mean, with the Blind, it's more about converting text to speech or getting books in Braille not to mention safe transportation and general safety. With the Hard of Hearing, it's about audio amplifiers, speech to text, and sign language. And this is only the things I know about.
