I think the thing with G'Kar giving the book of Shaquan (or howefer it was spelt) to Garibaldi is to prove that he knows about the Shadows, and should be trusted to be included in the inner council. It was mentioned / seen at one point that on one of the pages was a picture of a Shadow-ship (and probably descriptions too, but I can't read Narn...)
The Ministry of Peace woman is very much like Umbridge in her devotion to the rules and regulations of the Ministry. Although I think Musante is far more binkered in her appproach than Umbridge is (and that's a scary thought!)
