Yay for Time Crash! Peter Davison was my Doctor, too. He's the first one I saw when it was actually on TV (I saw Tom Baker in reruns).
I'd offer to help interpret K, but seeing how specific flirting signals seem to change every three or four years or so, I'm about two and a half generations too old to be of much use.
What you can do, though, is decide--are you interested in getting involved with K? Or if you're not sure, are you more comfortable with trying anyway, or not trying anything until you're sure? That way you, at least, can figure out how you're going to act. That's often all anyone of any age has to go on. "I'm interested, but it's okay if you're not" and "I'm not interested, but thanks for offering" are the best templates to work from.
Most men your age are stupid about relationships, though, so don't worry too much about things getting weird (whatever your response is). If it does, it's probably not you.
So far as Time Crash goes, I'd bet good money and lots of it that David Tennant had the biggest fansqueefest of anybody finding out about it. X3
He's talking about meeting up with his girlfriend in Malibu when this semester's over, so I think he doesn't even realize what he's doing in my direction. I think, considering he continues to express interest in and faithfulness towards his girlfriend, I'm going to leave well enough alone. Thanks though.
Don't worry, you'll have plenty of company at Gallifrey, a TON of us are going. ^_^ Myself, Em, and a bunch more of our friends. Not sure about Megs or Ali, but I'll ask.

I'm looking forward to paying an arm and a leg to meet fans more hardcore than I'll ever be. XD;
And did you see the writer of Blink will be there? That, of all things, really makes me want to go.
...d'you have any idea why it's so unbelievably expensive anyways? ;;;
