... maybe the person you talked to about the vacancy was dumb and had bad information, that the position was taken when it wasn't actually? Even if they were the one who had interviewed you, I'll never forget how badly the management I've worked under always seems unable to properly communicate with each other. It was a constant struggle. So if it was me, I'd look into it again.

I don't know what happened, but I'm not re-applying. If they can't even organise themselves to know when a vacancy has been filled, why would I want to work there? They were nice enough, but meh. I can maybe find something else, who knows?

Ah, that's a good way to look at it, actually. Definitely wouldn't want to work somewhere like that. You know me though, stubborn and I like inflicting misery on myself. That and I'm used to working at places that were incompetent I guess, which is not actually a good thing, I know. :3
