I use PhotoScape v3.3 from photoscape.org It was free and pretty easy to use and since I'm retarded with pics I needed something easy, lol.

is this your first attempt at making icons? they're very nice but there's still room for improvement. but that comes with time, it takes practice.

there are a lot of people out there who make tutorials for some great icons, just look through a few icon communities.
the tutorials are great by themselves but they also inspire you on trying out new things.

at least that's what I used to do when I was making icons, hope it helps you, too :)
