So it's a Necklace of Attack +3? I think maybe it would make more sense if it upped his AC by 3. Or, if we're going to use your archaic-ass rules, lowered it by 3. Necklaces traditionally don't make it easier to hit, they make it harder to BE hit. Or maybe it's an especially unusual artifact, a Choker of Rodent Slaying +3 or something.
