I don't have much Ted-Canon, but he graduated from High School in a small town called Marquette, which was secretly an alien colony (the Kords were the only human family in town.) But this kind of contradicts a scan I saw where Ted complains that he's a city boy more used to playing in hydrants than swimming in the ocean.
When he's killed in OMAC Project, Ted's living in Highland Park.

A lot of Chicago families moved to the suburbs when the kids started school. So for the first few years of his life, Ted could have definitely lived in the city. That doesn't explain why nobody ever took him to the beach, though. Lake Michigan is right there.
