the analogy has been exploited to convince the american people to accept massive defense outlays, military adventures abroad, and curtailed civil liberties at home. the problem is that the japanese bombing of pearl harbor was conducted by an expanding empire with a large conventional military that represented an existential threat to the american way of life and even the american state, while the september 11th attacks were conducted by a handful of ideologically driven people with boxcutters, no territorial state to which they owed allegiance, no military threatening followup, etc. Terrorism is not an existential threat to the american way of life, but our response to terrorism is.
