Faster CPU + smaller screen. Bigger screen won't be any good if you don't have the processing power to support the graphics.

like right now, my screen is 19" but the processor is about 2 years old and laaaaags like hell with the newer codecs...=.=;

Yup, Vista is indeed annoying. Too secure until it need to ask your permission every time you copy something to C: (system disk) -.-"

I have tips though if your bandwith is limited. Don't load the images, if you're using mozilla, you can set that in the Tools -> Options ->Content. If you need those images, just right click to view (or un-check the option). You can even download extra add-on that prevent flash to load automatically! I saved noticeable bandwith this way. ^_^ (That how I survive with just 1 GB bandwith per month T___T)

For choices, I would go with no 1 though. It's more to personal reason. I hate small screen. :( You can always go with no 1 and add more RAM to increase its capability whenever you have the cash. :p

And shouldn't every laptop has mouse pad lock? I have it in mine so... yeah, it's annoying when typing if you don't lock it....

I'd go with # 2. Nowadays computers all come with Vista installed already, and you need a faster processor for that. But if you're only having problems with your RAM, then go with 1 and splurge on a bigger RAM.
