Sometimes life is unnecessarily difficult, and especially so when dealing with people who don't answer the question you asked, insisting instead on answering some other question that they think is more important.

As a professional Paperwork Fairy, I can only offer that the forms are designed by people who in many cases are not allowed to ask (or talk) about the things you ask, only the things they are permitted to treat as more important.
