According to a comment on youtube, you see earlier in the documentary that the whole thing was abandoned. So I think digging it out was just for research.

It's incredible to think that tiny ants carried 40 tons of dirt to the surface to create this city. The power of their hivemind is incredible.

If you take the total number of ants working on this project and factor in the total project time-span, it becomes a lot less amazing. They do not consciously elaborate the plan and implement it. It's just a very complex system of signal-strings that have proven themselves useful over time by not leading to colony failure.
