Ehehehe silly boys. Were they being introduced to each other for the first time? I've had bucks act like this before just getting on with it and snugggling. I assumed they were sizing each other up and testing to see if the other would attack them/what to do with them as far as the group is concerned.

If you click the video and read the synopsis, apparently they're brothers and don't act like this when other rats are around, but do it any time they're alone. Strange and potentially unusual, but not really WTF, I think.

It's interesting natural behaviour (and it is normal, despite the domestic setting. Rats still act like rats towards each other)

But otherwise it's not so bad, at least not obviously aggressive. They're not fluffed up and they're not ANGERbruxxing or hissing/squeaking/grappling

Ahahaha! This is my favorite thing rats do.

When my husband and I kept rats (and sometimes still) we would sometimes do this when one of us was trying to pass the other in the hall or on the stairs or whatever. It was very silly. Gets weird looks if you do it in public, though, especially if you start shweeking.

My housemate and I very rarely do it, but most of all we fight like cats (make fists and use them as paws).

Yes! Ours were champagne colored with red eyes, so they would wobble back and forth like little drunken shipfitters.
