How about this simple card:

Sounds of Madness {B}{B}{B}
Sorcery
Target player discards two cards at random.

Like Hymn to Tourach with a fixed cost.

Yeah, but for mono-black it's better than the one for {2}{B} that makes an opponent discard two.
