Since we're writing fanfiction we don't need to come up with characters for a story: we already have them. For the most part their personalities have already been well established, but I'm willing to bet we each have our own interpretations and opinions of them despite or because of what we've seen.

Do the facts have to be canon, or can they be AU?

The facts are entirely up to your discretion. You can expand upon a fact that is already canon (i.e. Sasuke's favorite food being tomatoes), if you wish, or make something up on your own. If you mean what "world" the facts should be grounded in, again that's entirely up to you as the author :).

It doesn't necessarily have to be your "official" least favorite character, but just a character whom you don't like/know much about. If you want to write about Kiba, go for it!
