Hmm, well, there's Dayna Mellanby from Blake's 7. She has, in theory 95 works, but knowing how Blake/Avon-centric the fic is, probably mostly as a supporting character. Still, she's great, and sometimes she blows stuff up.

Brigadier Winifred Bambera from DW. (She's only a one-off character, but she clearly was intended to return and manages 15 works.)
