My country is dying. A slow, painful death of financial strangulation at the hands of the greedy rich that own the major American corporations. Yes, I realize there’s a mortgage/lending crisis right now, but we were in trouble long before this hit. Obama also said he'd cut taxes for 95% of American households, which is impossible since 30% of American households either don't pay taxes, or get back more than they paid

If he wanted to make sure everyone knew he meant 95% of households who pay taxes, he's been in politics long enough and should have a great deal of advisers smart enough to know not to leave out the crucial part of the context. "95% of households" sounds a lot better during election than "95% of households who pay taxes", because Johnny Withholder and Joe Underneath-the-Poverty-Line like to hear that Uncle Sam is going to be giving them even more money next year
