From what I remember when Cata first came out, none of the outlands dungeons allied for the city faction reps and they weren't able to fix it because of how the rep/attunement worked in TBC. If they did a fix at a later date, I hadn't heard about but they might have once they got rid if the keys and attunements for heroics.

I've only been in Sethekk Halls with a city tabard since Outland dungeons started giving rep for them; I think I missed it in the patch notes when it was added, because it caught me by surprise when it started ticking up. (I can confirm that, at least for me, Sethekk was granting Darkspear rep.)

I do know that it was added later on in Cata, 4.2 or 4.3, and it wasn't in at launch because the way the Outland dungeons granted rep made patching it in rather more technically challenging that just appending that functionality to the Wrath dungeons. (So I've gathered.) I'd check the forums to see if this is a known issue for those dungeons and/or that rep, and file a bug report in-game if not.

I believe it's based on the dungeon level, but I can't be sure.

I think it's because the ones that are giving you tabard rep were considered the level 70 endgame dungeons for BC, and they may be working with the tabards the same way the level 80 dungeons in Wrath did. I'm not sure, but that's all I can think of. Maybe try, say, Hellfire Ramparts vs Shattered Halls and see if it works the same way?

Oh! The same thing happened with my Gnomeregan tabard when my friend was running me through Auchindoun a couple months ago. I had thought that maybe it wasn't supposed to work at all, and the rep I'd gotten in Shadow Labyrinth was some kind of bug. Good to know that it might still work in other dungeons.
