Essentially, the arms "rotation" is a priority list that revolves around Colossus Smash > Mortal Strike > Overpower > filler, with procs and other things thrown in.
Procs to watch for: Taste for Blood: mash OP. (Don't use OP if it hasn't procced) And Battle Trance gives you a free Heroic Strike.
Do not overlap CS debuffs. Let CS fall off then reapply.
After a CS, try to fit as many MS and OPinto the CS debuff window as you can (Quartz is super for keeping track of this).
Do not delay MS, as that is a DPS loss. You can delay OP for a GCD or two if you have to. Always be mashing something.
Fillers: Slam which is your go-to filler, Heroic Strike (only use HS if you're > 65-70% rage), or Heroic Throw (when tank has solid threat and you can sit on the ( ... )

FWIW prot is in a really, really good place right now, so you might actually have less trouble with it, gear be damned. Prot CDs and rotation are very straightforward.
