I think the OP means with Sta>int on gear focus. As back in Vanilla and BC locks did benefit from stamina. Back then I mostly passed int>sta gear to the mages ;)
Yeah. :D One of my first toons in Vanilla was a warlock, and I was told STAM STAM STAM WONDERFUL STAM! was my main stat. That's never quite gotten out of my head, I'm afraid.
Not never! For quite a while, like up until BC, at least, it was tops, because you could always convert stamina into mana, so the more you had the bigger your potential mana battery would be without killing you.
I would SimCraft your individual character to make sure (here is an excellent guide), and analyze Int, Crit, Haste and Mastery under the scaling options. My destro 'lock is coming up exactly as the EJ Destro guide for 4.0.6 lists stat priorities, which is Int>Hit>Haste>Crit>Mastery ('though I personally make sure I am hit capped for raids regardless), but it's best to SimCraft your character to make sure it's right for you.
I don't know what the priorities are for demo or affli in 4.0.6, but EJ and SimCraft are the best sources of info on this IME. :)

Stats for destro locks, after reaching hit cap, are:
Intellect>Crit/Haste>Mastery
IMO, crit has heavier weight than haste for destro locks. I think haste is slightly better for demo and afflic locks.
