Is he using the same gear for Arms and Fury? Because his armory says he has 10% hit, and Arms only needs 8% for raiding or 6% for 5 mans. He could change some of that to expertise to get capped for that, or to another secondary stat. It looks like he's trying to gem to activate the Chaotic meta he's using which has that terrible meta requirement, and honestly, the meta isn't so good it's worth losing the strength you'd use to activate it, especially since as a strength using DPS class his crit isn't that high in the first place, so the bonus to crit damage is easily outweighed by the bonus to attack power he'd get from gemming for strength. I'd say he should try the gems he'd normally use in those slots if he wasn't trying to have more blue than red gems, and see if that helps.

Whoa, actually looked at his gems and he's not gemming for the meta, but he is over hit cap.
