hmm-- my own interpretation of the cutscenes is definitely that saïx and axel were originally working together against xemnas? saïx ordered the death of zexion for his own benefit (stated on their conversation on day 117) to rise in power. nomura confirms in a famitsu interview that saïx and axel were trying to take over the organization, but weren't entirely sure how they were going to do it.
(the secret report you mention is usually attributed to axel, which might help clarify a bit?)
i did think it was interesting to see how those initial goals seemed to fade away - axel's impetus fading because of his connection to his friends, saïx' because his longing for a heart swallowed all else.
re: xigbar, i completely agree. :3 but i can't discuss it beyond that, because i've spoiled myself silly about his role in birth by sleep. ♥ but after we play bbs, we should definitely sit down and have a meta-squee.
