So in Devil Survivor Overclocked, I had just unlocked Makara for the Devil Auction, so I decided to go ahead and make a bid.

...when I won, I got the message 'Accident!', which means the demon had lied about being a Makara and was instead a Toubyou.

I have no idea if this is a new feature for Overclocked or not.

It isn't. Auction accidents were in the original, including demons lying about their identity or messing with the final prices.
