Bill notices the little things about her. He never makes a big gesture of showing it, but it's acknowledged all the same. And it's the little things he not only notices about her, but does for her, that impacts Laura so deeply. It's... rather sweet.

He sees her fumbling with her glasses shortly after they've met -- the screw holding one of the bows to the frames had come loose and she can't find it, lost somewhere on the floor of Colonial One. So for an hour she has to read reports holding her glasses as if she's at an opera. After visiting the CIC to get an update on the recent Cylon attacks, she returns to Colonial One to find a small eyeglass repair kit sitting on her desk. Underneath it is a brief note:
Had an extra one of these and thought you could use it. -Adama
Laura smiles and, after fixing her glasses, she stows away the repair kit in a safe place. Along with the note.

He can tell when she's stressed or nervous. He never asks, he never even broaches the subject, but she knows that he's aware. And so, he always lingers just millimeters away from touching her, whether they're walking side-by-side down the halls or standing together listening to attack plans.
Sometimes it's a barely-there brush of shoulder-to-shoulder. Sometimes it's an accidental bump of his hand against hers. Others, he'll feign a misstep and just barely touch his hand to the small of her back to correct her path. It's as if it's his way of letting her know that he's there with her if she needs him.
And though they're not necessarily friends, and though she's pretty positive she still annoys the living daylights out of him most times, it's sweet that he takes notice of her stress and offers support.

When they're alone and his guard is down, he compliments her. It's never mushy and he doesn't ramble on; they're always simple, clipped sentences. He admires her poise. She makes one hell of a public speaker. He's impressed that she can handle that nut Baltar. These are all his words.
And then on Colonial Day, he has to go and top all of that when they dance. He pulls her close as they turn in circles, his voice low as he says it: "Forgive me for being so bold, Madam President, but I thought you should know... you have a beautiful smile."
She pulls back to search his eyes, waiting for... something. A punchline, maybe? Some bit of bad news to offset it? She's not sure what she's looking for from him; in this moment or any other. But all she gets in return is a smile. So she can't help but smile back, noticing how his eyes stray to the motion of her lips.
"Thank you, Commander."
"Now are you ready to be twirled?"
She chuckles and follows where he leads.

She makes mention of how she doesn't like black licorice. It was brought to her when she was in the brig (the mention of which always incites a barely-noticeable flinch from him since they've made amends) and she had been so hungry she'd eaten it... though she didn't like it. She tells him that she's never been fond of black licorice, really, even when she was a girl. Even the smell tends to give her a headache. She says one day that she'll take red licorice over the black any day.
So one afternoon when she visits him in his quarters, he gives her a cursory nod as she comes in and makes her way to his desk. "Bill," she greets him, and it feels nice that they're on a first-name basis now.
"Laura," he returns without missing a beat, and gestures her to take a seat across from him.
She does so, crossing her legs demurely and folding her hands in her lap. That's when she sees him reach into his desk, pulling up a packet of red licorice and tearing it open. She can't help the bright, closed-lip smile she gives him in return, followed by a soft giggle as he hands it over.
"You remembered," she finds herself commenting, a bit of surprise lacing her tone.
"I always remember the important stuff," he tells her, voice rough though the smiles he gives her is anything but.
Her eyes meet his as she takes a bite of the sweet red vine. She's not entirely sure what's transpiring here, but she thinks it might be something good.

He notices when her sickness is affecting her and reaches out to help her, to support her. She trembles as she gets to her feet and then suddenly there's his hand, gripping her by her upper arm to steady her.
She gives him a tremulous smile, eyes glassy as she tries to focus, but her body and mind are in immense amounts of pain.
He must somehow be able to tell this about her, as well, because he gives her an encouraging smile. He reaches out and frames her chin with his fingers. His eyes search hers and she feels them swim back into focus.
Then suddenly he's leaning in, resting his lips against hers in a kiss that's chaste, though just on the other side of platonic. Her eyes flutter closed and she wants to give in. She doesn't have much longer, so what does she have to lose?
But then he pulls away. She smiles and opens her eyes. And realizes Billy's been in the room with them the entire time. She can't let her disease or these burgeoning feelings make her falter now. So she takes Billy's arm, smiles a goodnight at the Admiral, and leaves his side.
She feels his eyes on her the entire way, and it makes her just a little bit stronger.
**
It's the little things Bill notices about her, and the little things he does for her, that impact Laura so deeply. So much so that she thinks she could maybe... possibly... fall in love with him. If she's not already.
