Those are utility companies identifying where their lines run. This is being done because withing 72 hours, that area will be topographically surveyed. Each color refers to a different utility. Blue generally is for water and I believe that the orange is for either storm sewer or sanitary sewer (depending on the standards used in your area).

These are the markings you would get in the "Call before you dig" warnings.

I remember one time seeing a picture of a roadkill armadillo that had become part of a road's double yellow line. This reminded me of that.
