Well, one news article just said western Tokyo, the other said Kanagawa/Hachijouji. Eastern area of the Tamagwa river... what the hell, that's not west at all. WHO KNOWS.
i'm on the third floor but i guess i just don't have the earthquake sense lol. i am pretty out of all the time, so maybe that's it. i swear, the first time i felt one was because i saw the light shaking and the kids i was tutoring pointed it out. IDK either
