That's a good point: if Mexico had already failed, it wouldn't have a Cartel War, it would have a Cartelista President.

Or perhaps not; it might merely have a thoroughly corrupted PRI President who was content to let the Cartels actually handle local "police" issues so long as they kept the bloodshed down to a tolerable minimum.
