Hmmm, fanfiction is something created after being inspired by the original story/character/s. It's a separate entity from the canon version and to stifle it is to stifle a form of artistic expression and I don't think stifling such things are good for any society.

One of the reasons I dig JK Rowling so much is that she not only 'puts up with' fanfic, but encourages it.
