--Most of the rest of your questions can be answered there, but you will need to wear your costume for approval, and if your hair is not ready by then it will be pointed out.
I will email you the first missive for the Fair. It has details that you should have, and you should sign up to get them directly (directions in the missive).

Nothing is really going on quite yet that you need to be worried about, except for getting your costume ready. If that is on track, you should be fine! If it isn't finished, bring what you can to the workshops to try and get approval.
The missive has a link to where the workshops are located (in Pacifica) and there is a meeting at 10am on that Saturday (the 3rd) that will explain quite a bit about what is going on.
You are going to have a lot of fun doing Dicken's!
