There's no medical emergency. It's mine fever, simple as that. Humans are exceptionally bad at it, and it can affect anyone.
But I presume you have a list of people who are acting a little more aggressively or apathetically than usual? I would put good money on them all being human, and them all being under undue levels of stress. It's what happens when you're cooped up inside with a lot of other people for a long time. Dwarfs get it, but we have ways of channeling it.
I imagine, if you either encourage these people to go outdoors, or to take their frustrations out on something inanimate in the gym, the whole situation would improve.

I have spent my lifetime living in mines. Which are very confined spaces, where everyone is bristling with weapons, and Dwarfs aren't known for their long tempers, either. So I think I know mine fever when I see it.

The CES is at the disposal of the wardens here, as is the bar, and the gym. If this was simply a case of living in close quarters, it would have most likely resolved itself.
