No, Sokka does have a sense of decency despite being a red-blooded male... not to mention that he isn't sure if he's ever seen that much skin revealed in a place that wasn't the beach. And while Balamb is a coastal town, this isn't exactly a place where one can just happily dive into the water. For one thing, that requires a bit of a walk.
He's more really, really confused that someone would just sit in public like that, but then he notices what appears to be a scared look on the girl's face. So that prompts him to try and help. Even despite the scandalous state of dress... she is kind of cute.

[Had been looking for a quiet spot to read undisturbed, but instead comes across what looks like a frightened streetwalker huddling under a tree. Though he did have his doubts this person was actually a streetwalker, he couldn't help but wonder what made her choose to wear a bikini. His first instinct said she wore it as a cry for attention, but her body language said otherwise. Then she wore the clothes for someone else. And if she wore the clothes for someone else and looked the way she did currently, that could only mean...]
