No, if you read the whole article, you get this: Finally, it will send the missile into the Moon at twice the speed of a bullet on October 8. It will impact on Friday.

Obama's trying to prove that he's NOT afraid to be aggressive against our enemies, the moonbats. ;-)

No, from the way I understand it, the idea is that the "bomb" will kick up big clouds of dust, in which NASA may be able to find water vapor.
