ASDFLJASLMJFDMJ I feel less alone XDDDD

(my screncaps includes French words as my computer is all in French, but it's obvious where you have to look, so it won't be that difficult)
Well first obviously, I think you installed the Japanese charcters on your computer. I'll start from scrach as I don't know if you know how to use the Japanese keyboard or not.

Second, if it doesn't appear on you task bar (bottom of the screen), you need to make appear the language toolbar (if your computer is in English, it's the letter "EN")

NO NO NO!!! I don't like when it's not working >0<

Are all of this stuff installed under "Japanese"? (Microsoft IME Standard and Microsoft Natural)
If not, maybe it's just a configuration problem.
Try to follow this tutorial, apaprently there's dirffent ways of handwritting Japanese, not only the IME pad, so maybe your problem comes from that. Especially the end of the tutorial, maybe your system requires you to install the handwritting addon.

In the text "Text Service and Input Languages", click on "Add", then select "Japanese" as the input language, choose IME as a keyboard, and there should be a "handwriting recognition" box to check (I don't have it, because by default it's installed on my computer, and just supposing your computer required this addon).
There's some help here ^^y

NO NO NO! You don't need Office SP!!! There's a part where it's explained how to install it if you have Office XP, but the next part explain all for regular text input!
Well if you have to bring it to the shop anyway for another reason, just tell them T0T
