What shall we do, then? We can't hide him from Lucifer. I'm pretty sure he already saw him over the network. ...Or sensed his presence here. Whatever.

I'm going to speak with Lucifer about it and see if there is some sort of agreement that can be reached, but it's doubtful. We couldn't reach one before and Sam is therefore unincluded in our deal. Though Lucifer likely won't harm him, he will be attempting to coerce him into accepting to be a vessel.
[Castiel might be rambling just a bit, talking quickly, because this entire situation is distinctly not good and he's more than a little agitated about it.]

Is it really worth speaking with him again if you already tried and already know the answer he'll give you? Maybe we could try a different approach. [A pause.] Who's Raphael's true vessel?

Speaking with Lucifer will be harmless as long as I don't anger him, and there are factors now that there weren't before, most notably Michael's presence. As Michael is apparently not pursuing his own true vessel, he may not approve of Lucifer doing so.
Raphael does not require one, just as Gabriel doesn't. Michael and Lucifer are special cases.
