Who is Leo? And, if BJ's wife isn't working, how can she support their daughter?

Leo is BJ's best friend and the best man at his wedding (according to the episode Last Laugh). Soldiers get paid while they are in the military (although not great pay), and it's assumed that this is enough for Peg and Erin. In one episode Peg takes a job waiting tables to help pay their second mortgage (which angers BJ because apparently she had paid for his med school, and he was supposed to pay their second mortgage).
