I'm honestly wondering if anyone's managed to catch him in person. Maybe then it'd, you know, be easier to get some information out of him.

Oh, sorry, um. The Hatter is a character from a book where I'm from. He likes to talk in riddles and nonsense, which is fine if you're in a book. Not so much if you're stuck in another world. Really, I don't know if Cid means to do it on purpose, but it's, it's not exactly comforting when we've got a huge river in front of us.

Well, then the answer would be yes, though I have yet to talk to him face to face. He has never come across as a very helpful, and I can not remember actually completing a conversation with him. Why do you ask?
