Ten months and still no training? Why is that? Complications within the system they created, or is it merely that they fell behind schedule and have failed to catch up? Either way, this is a prime example of poor planning.

They tried getting their act together once, but there was just a meeting, and then nothing ever came of it. It's really not the most well managed prison/training facility I've ever been in.
