Not sure about the bobbles, but I've used acrylic for my daleks have worked well, the stretch coming from the stitches rather than the yarn itself. Yours is really cute, he definitely has personality.
The light-colored base stitch showing is normal for bobbles. You can prevent this by, on the row before the bobble row, knitting the stitch that will be the next row's bobble stitch in the same color as the bobble. A bit more stranding, but the result will look neater. alternately, you can take a Sharpie to it. :)
I think you will have better luck with a sproingier yarn - acrylic or wool. I have knit Daleks in non-stretchy yarn by knitting at a very tight gauge, but it'll kill you on the bobbles.

All 8 Daleks I've knit have been using Red Heart Super Saver. And yes, you do get some of the main color yarn peeking out in the bobbles but I just wiggle them so it's at least somewhat hidden.
What gauge is he knit at? I've made a couple in worsted (Red Heart) on 8's and they went kind of saggy just like that; I get better results with worsted on 4's (Wool-Ease) or sock-yarn on 1's...
