It does look a lot like most of the other sf-tinged cartoons that were around at the time, though. No doubt K9 would have been the "funny" animal sidekick along the lines of Snarf or something...

Besides that, I... don't find it absolutely horrifying? White-haired Doctor with red-rimmed glasses and ridiculous trenchcoat = not a bad design, all things considered (I have no doubts that trenchcoat probably exists in some corner of the TARDIS wardrobe).
Also that Bessie? Is exactly what Bessie would've been like if the production team had had the budget for it during the Jon Pertwee era. Don't deny it. She already had a hyperdrive and an anti-thief device.

Aside from that... Whoo, Nelvana! Being from Canada, I watched a lot of the cartoons they produced. It would have been neat to see their take on Doctor Who.

Being from Canada also, I... don't remember a single thing produced by Nelvana, but I might also be in the wrong age demographic for those memories to exist. It would've been neat to have had our own weird little corner of Canadian produced canon though.
