1) Crop it so you have the eye and a decent proportion of the eye and a bit underneath it at 100x100.
2) Create a new raster layer and carefully select the pupil with the freehand selection tool. Fill it in with #000000. Set that layer to Hue.
3. Then create an unsharp mask (Effects>Sharpen>Unsharp Mask) and set it to Radius 17.82, Stregnth 42, Clipping 1 and okay it.
4. Merge all then duplicate layer and set that layer to Soft Light.
5. Put your text on now, I put on 'You don't see me' in georgia bold, size 6.
6. Add the tiny text brush that I use a lot. You'll find it on
here.
7. Add this texture on multiply.
8. Erase the part that covers the text.
9. Select the pupil again with the antialias on 10. Fill it in with #000000.
10. Set the same layer to Saturation.
11. Select the eye and cut it out.
12. Fill the selected area on the pupil with #ABB9C7.
