I'm still trying to figure out your first question - I know it's early in the series (season 1), but I can't remember the episode.
As for other people wearing a hat:
- Peter in "Return to Sender" (Season 6) - Sophie Covington in "Parting Shots" (Season 4) - Alex Hunter in "Copycat Caffrey" (Season 2) - Sara Ellis in "Scott Free" (Season 3)
Neal wearing a hat that isn't a Fedora:
- "Stealing Home" (Season 3) - baseball cap - "Neighborhood Watch" (Season 3) - baseball cap
