Okay, I'm a guy and I don't know much about women's clothing, but maybe the women on my friends list can help me out with this one.

If it's snowing really bad outside and the sidewalk/road is really icy, why would you wear high heels? Wouldn't that just be inviting an accident?

Office requires you to dress formally and you don't have any flats?

So you wear boots to work, bring your shoes with you, and change once you're inside the building. Problem solved.
