I can live with either. I vote for whichever is less stressful for you. Plus less likely to cause hassles such as lost info/fics. Probably that would be option 1.
If this is something simple to implement (and only if) can I make a suggestion?
When you click on an author's name you get a list of their fics. One of the fields for each is a "Completed: Yes/No". However if you come in via a link directly to the fic, such as you might if you were coming via a rec or an announcement on your flist, then there's no such indication. For example, if I put a link to "From Here To Serenity" on my LJ then there's no indication on the opening chapter page I've linked to that it's a WiP. If it's a small matter to change, may I suggest that providing such an indication might be worth it?
I agree which ever is easiest and is likely to cause the least chance of story loss etc. Would publicise it so people realize it is not going away though.:-)

You're right, it would be good to have that displayed on the story itself.
