Most of the inmates probably aren't used to having to answer to any law but their own. But we need to at least work harder to keep potential weapons out of their hands.

That might be a good idea. I don't like the idea of locking inmates up; we should be focusing on helping them instead of shutting them away.

That, yes, or trying to figure out why they did it and talking to them about it. Punishing them only does so much if that's all you do.
