Seriously, one of my favorite things about the worldbuilding in MLP:FiM is plausible quadruped clothes. I noticed how in "Over a Barrel", the sheriff's vest opened up at the back instead of at the chest, and I squee'd because YES that would be so much easier to put on and take off if you didn't have hands. Push it on, shake it off.

I am such a huge dork, I know.

The question is: how is trouser formed?

Simple: trouser isn't formed.
Haven't you noticed how many bipedal cartoon animals are lacking in the pants department, even though they're apparently civilized enough to wear shirts?
Plus, look at the back legs of a dog, or a horse, or pretty much any digigrade or hooved quadruped mammal. We humans have long, skinny, collumn-like legs that are easy to wrap cloth around. But the muscles of a non-plantigrade quadruped's leg are bulky, and leg bones zig-zag instead of going straight down to the ground.
Trousers: highly impractical.

Cartoon animals and pets don't have to worry about penis-hiding, but if we assume that that is the purpose of pants... a sort of diaper-loincloth hybrid, maybe? Nah, that would look stupid. Or maybe something similar to a horse blanket, that hides the penis from the side instead of the bottom by draping over the body.
