It's a shoujo manga/anime set in the time leading up to the French Revolution. Lots of sparkles!! An old anime but still pretty awesome.

I almost forgot to draw the eyebrows. I drew his fact then went 'wait, something is missing!'. Then afterwards I was impressed that even with the eyebrows he stilll looked pretty!.
